Silver Street Development Corporation (“Silver Street”) is proud to announce the successful completion of a substantial ($7,200,000) renovation at its 101-unit Silver Park West property  located in Baltimore, MD.

Originally constructed in 1978, the property was previously known as Orchard Mews Apartments. Following the acquisition, renovation, and renewed commitment to preserve the property as affordable housing, Silver Street rebranded the community Silver Park West to honor its Westside downtown location and proximity to St. Mary’s Park.

The COVID-19 pandemic presented a set of unprecedented challenges for the development team in the middle of the project.  In the spring of 2020, as the level of cases rose in Baltimore, and nationally, Silver Street elected to pause all construction work at the property for 30 days in an effort to protect the health and safety of the residents, property management staff, construction crews, and consultants engaged on the project.  During this pause, Silver Street reevaluated its occupied rehabilitation approach. Subsequent to the 30-day pause, Silver Street resumed the rehabilitation by altering the construction process. Silver Street temporarily relocated groups of residents to “hotel” units at the property and utilized onsite PODs to help store residents’ belongings.  Construction crews then completed the renovations in groups of temporarily unoccupied units to protect the health and safety of all persons involved.  Renovations were completed with a modest three month delay to the original twelve month construction schedule.

The $72,000 per unit renovations included: new roofing, windows and entrance steps/doors; new kitchens with EnergyStar appliances, cabinets, countertops, flooring and fixtures; new bathrooms with upgraded fixtures, toilets, flooring and vanities; new energy efficient heat pump HVAC systems at Garden Unit buildings; new LED lighting, new electrical panels and hard-wired smoke detectors; new comprehensive security systems- featuring 24/7 active monitoring with analytics capable of notification, response, and voice down; and new video intercom and access system at Garden Unit buildings. Included in the renovation scope were upgrades to the community facilities and management offices including new laundry rooms and playground resurfacing using new ADA accessible recycled rubber tile.

This revitalization brings new life to the property and provides a higher-quality living environment for the many families that call it home.  The completion of this unique rehabilitation is a result of the talented development team and helps to reinforce Silver Street’s mission to provide high quality, affordable housing to its residents.
